The establishment of the ministry, according to the president, was in a bid to take care of the Humanitarian needs of Internally Displaced Persons in the northeastern part of the country.
In his Independence speech on October, 1, 2019, President Buhari disclosed that the new ministry will oversee special intervention programmes such as the School Feeding Programme, Government Economic Empowerment Programme, N-Power, Job Creation Programme , loans for traders and artisans, Social Housing Scheme, etc.
Before her appointment this year, Sadiya was the Federal Commissioner of the National Commission for Refugees, a commission that sees to the welfarism of refugees in the country.
Sadiya was also a former National Treasurer of the ruling All Progressive Congress (APC).
